Entity Numbers for Non-Instructional Facilities
Beginning with Funding Year 2004, non-instructional facilities on school and
library property are eligible to receive discounts on Priority 1 services. This
change is due to the expansion of the definition of “eligible purposes”
in the FCC’s
Second Order (FCC 03-101, released April 30, 2003). For examples of non-instructional
facilities, please refer to the document Educational
Purposes in the Reference Area of this web site.
To be correctly entered in a Form 471 Block 4 Worksheet A or B (for shared
services) or a Block 5 Discount Funding Request (for site-specific services),
a non-instructional facility must have an Entity Number. However, please note
the following:
- An administrative office or wing in a school or library is considered part
of that school or library, not a separate non-instructional facility.
- A non-instructional facility does not need a separate Entity Number if
it serves only one eligible school or library and is located on the same campus
as that school or library (in other words, access from that facility to the
school or library does not cross a public right-of-way). An example of this
type of facility is a separate cafeteria building on a high school campus
that is only used by students from that high school. The applicant should
use the Entity Number of the school or library on the funding request, and
detail the services provided by the name and campus location of each non-instructional
facility on the Item 21 attachment for the funding request.
- A non-instructional facility that serves multiple schools or libraries
must have an Entity Number beginning in Funding Year 2005. An example of this
type of facility is a separate cafeteria building on a high school campus
that functions as a central kitchen for the entire school district. Please
see below for guidance on how to report non-instructional facilities for Funding
Year 2004.
- A non-instructional facility that is not located on the same campus as
a school or library must have an Entity Number beginning in Funding Year 2005.
An example of this type of facility is a school stadium on school property
but not on the campus of any school that hosts the sporting events for the
entire school district. Please see below for guidance on how to report non-instructional
facilities for Funding Year 2004.
- SCHOOLS: The discount for a non-instructional school facility is the Weighted
Average Discount of the school district in which it is located.
- LIBRARIES: The discount for a non-instructional library facility is calculated
using the same method for calculating the discount of a library outlet/branch.

The following guidance applies to Funding Year 2004 applicants requesting services
for non-instructional facilities:
- FY2004 applicants who have already submitted their Forms 471 and Item 21
Attachments should submit revised Item 21 Attachments for any funding requests
that include services to non-instructional facilities. Clearly indicate on
the revised attachment(s) which non-instructional facilities are receiving
services. Follow this link for guidance on submitting revised Item

- FY2004 applicants who have already submitted their Forms 471 but who have
not yet submitted their Item 21 Attachments should clearly indicate on their
attachments which non-instructional facilities are receiving services.
- FY2004 applicants who have not yet submitted their Forms 471 may use Entity
Numbers already created for their non-instructional facilities, work with
the Client Service Bureau to create these Entity Numbers, or follow the guidance
below.
For FY2004 only, SLD has created two blanket non-instructional facilities Entity
Numbers — one for schools and one for libraries. Applicants should enter
this blanket Entity Number ONCE as appropriate on each Block 4 worksheet or
Block 5 funding request, and provide the detail on each Item 21 Attachment for
ALL non-instructional facilities covered by this blanket Entity Number that
are receiving services. (NOTE: The non-instructional facilities receiving services
may differ from worksheet to worksheet, but the blanket Entity Number should
only appear once on any worksheet.) Applicants may also call the Client Service
Bureau at 1-888-203-8100 to create Entity Numbers for their non-instructional
facilities if they wish to do so.
If an applicant has already filed its Form 471 for FY2004, there is no need
to revise the form (but see the guidance above about revising the Item 21 Attachment).
PIA may add Entity Numbers to Block 4 worksheets or Block 5 funding requests
as appropriate during its review of the application.
